Manchester City have had another improved offer for Paraguay striker Roque Santa Cruz rejected by Premier League rivals Blackburn Rovers, said City manager Mark Hughes who gave no details of the size of the latest bid.
Earlier this month City made an offer "significantly higher" than the 12 million pounds they bid for Santa Cruz in the close season.
